NOAA.gov: NOAA accelerates permitting timeline for deep seabed mining applications

NOAA has finalized revisions to the Deep Seabed Hard Mineral Resources Act (DSHMRA) regulations, allowing for a new, consolidated application process for exploration licenses and commercial recovery permits. This update, following a July 2025 proposed rule, enables companies to apply for both simultaneously to accelerate access to critical minerals.
